Equal pay reviews - guidance from ECU
ECU has recently published "Promoting equality in pay: a practical resource for conducting equal pay reviews in higher education". This timely and useful publication is based on the work of member institutions in Wales and has been written by Sue Hastings who has also provided support and assistance to ECC in the past.
The Equality Act will come into force in October 2010 and it is likely that HEIs and other public authorities will be required to comply with new measures. Details of what this will mean in practice will be announced in July.
However, the need to ensure equal pay for work of equal value will not be affected. Recent cases have emphasised the importance of using analytical approaches to determine the comparative value of roles at all levels and of ensuring that any labour market supplements are based on objectively justifiable grounds.
ECC provides a number of resources to help members comply with the legal requirements:
- HERA and FEDRA are analytical approaches which if used according to guidance provided will give defence against equal pay claims
- The Equality Checks document explains how the schemes were developed and comply with the guidance provided by the erstwhile Equal Opportunities Commission (Sue refers to the importance of this in her guide)
- The Gender Equality Duty document illustrates how the use of role analysis can underpin a range of actions aimed at eradicating the pay gap and addressing matters such as occupational segregation in the workforce
- The Labour Market Pay and Data service provided by Capita gives valid and reliable evidence on which to base and review market supplements
- ECC has agreed with three providers of equal pay review services to give members preferential rates
- ECC's consultants can also help members with the interpretation of their equal pay reviews and the development of action plans
